WHO MADE THE LIST: The list of 219 people who will advise President Donald Trump on reopening the economy put out by the White House on Tuesday is mostly corporate executives, but it includes a number of trade group chiefs as well. They include Zippy Duvall of the American Farm Bureau Federation, Jerry Howard of the National Association of Home Builders, Rich Nolan of the National Mining Association, Marvin Irby of the National Restaurant Association, Dirk Van Dongen of the National Association of Wholesaler-Distributors, Robert Cresanti of the International Franchise Association, Jay Timmons of the National Association of Manufacturers, Matthew Shay of the National Retail Federation and Chris Spear of the American Trucking Associations.
— Joshua Bolten, the president and chief executive of Business Roundtable, isn’t on the list, but Walmart’s Doug McMillon, who’s the trade group’s chairman, made the cut. So did most of Business Roundtable’s board members, including Mary Barra of General Motors, Brendan Bechtel of Bechtel, Tim Cook of Apple, Jamie Dimon of JPMorgan Chase, Jim Fitterling of Dow, Alex Gorsky of Johnson & Johnson, Gregory Hayes of Raytheon, Marillyn Hewson of Lockheed Martin, Tom Linebarger of Cummins, Larry Merlo of CVS Health, Chuck Robbins of Cisco, Robert Smith of Vista Equity Partners and Arne Sorenson of Marriott International.
CONSERVATIVE GROUPS PRESS CONGRESS FOR LIABILITY PROTECTIONS: A coalition of conservative groups sent a letter to House Speaker Nancy Pelosi and Senate Majority Leader Mitch McConnell this morning urging them to include stronger liability protections in upcoming coronavirus legislation.
— “While the rest of America has come together to fight this pandemic, some trial lawyers have instead plotted to line their pockets with COVID19 related lawsuits,” Americans for Prosperity, FreedomWorks and nearly 20 other groups wrote in the letter. “Their greed is hurting America in this time of crisis, and lawmakers must put their exploitation of this public health crisis into check.” The letter comes days after the U.S. Chamber of Commerce raised similar concerns about coronavirus-related in a letter to its members.

PENTAGON INSPECTOR GENERAL CAN’T SAY WHETHER WHITE HOUSE INTERFERED IN CONTRACT PROCESS: “The Pentagon’s inspector general ‘could not definitively determine’ whether the White House influenced the procurement process for a major cloud computing contract because Defense Department officials were not allowed to answer questions on the subject, according to a 313-page report released today,” POLITICO’s Jacqueline Feldscher reports. “Department personnel who evaluated proposals and awarded the Joint Enterprise Defense Infrastructure contract were not pressured by any senior DoD leaders, the [inspector general] found. But investigators were unable to rule on whether the White House interfered with the contract award because DoD’s general counsel instructed witnesses not to answer questions about conversations between the White House and Pentagon because of ‘the assertion of a ‘presidential communications privilege.””

AIRLINES STRIKE DEAL WITH MNUCHIN ON AID: “The biggest U.S. airlines reached an agreement in principle with the federal government on financial assistance aimed at preventing layoffs in an industry hit hard by the coronavirus pandemic,” The Wall Street Journal’s Alison Sider and Kate Davidson report. “The Treasury Department said Tuesday that 10 of the 12 largest airlines have told the government they intend to accept assistance from the $2.2 trillion economic relief package passed last month.
— “The biggest domestic airlines — United Airlines Holdings Inc., Delta Air Lines Inc., American Airlines Group Inc. and Southwest Airlines Co. — all agreed to receive aid. Treasury Secretary Steven Mnuchin said that conversations continue with some other airlines and that officials were also working on guidance for aid to cargo carriers and contractors.”
IF YOU MISSED IT ON TUESDAY: Sen. Richard Burr (R-N.C.) sold his townhouse on Capitol Hill in 2017 “for what, by some estimates, was an above market price — $900,000 — to a team led by” John Green of Crossroads Strategies, ProPublica’s Robert Faturechi reports. “That is tens of thousands of dollars above some estimates of the property’s value by tax assessors, a real estate website and a local real estate agent. The sale was done off-market, without the home being listed for sale publicly.”
— “Green is a longtime donor to Burr’s political campaigns and has co-hosted at least one fundraiser for him. In 2017, the year of the sale, Green lobbied on behalf of a stream of clients with business before Burr’s committees.” Burr notified the Senate Ethics Committee of the sale at the time and followed its guidance, according to his office. “In a short statement, Green said, ‘I have not lobbied the Senator or worked on an issue with his office personally since 2016.’”
— PLUS Communications has hired Brian Wanglin as a managing director and Ali Adkins as a director. Wanglin previously worked for McGuireWoods. Adkins previously worked for the Glover Park Group.
— Maggie Lemmerman has joined Ørsted as head of federal affairs for U.S. offshore wind, POLITICO’s Morning Energy reports. She previously was the senior director of federal affairs at the American Wind Energy Association.
— The National Audubon Society has hired Andrew Mills as vice president of political affairs and Michael Obeiter and Dan West as senior directors, Morning Energy reports. Mills previously was vice president of government affairs at the Niskanen Center, Obeiter previously was a senior public affairs adviser at Holland & Knight and West was a senior advocate at the Natural Resources Defense Council.
— The Delta Dental Plans Association has promoted Margo Klosterman to assistant vice president of government relations.
