Position Title : Project Officer (Shelter)

Duty Station : Maiduguri, Nigeria

Classification : Professional Staff, Grade P2

Type of Appointment : Special short-term graded, Six months with possibility of extension

**Context:***

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator (Emergency Response), the successful candidate will be responsible for supporting and coordinating the design and implementation of an emergency shelter project in displacement sites in the wider Maiduguri Metropolitan area, Nigeria, where an estimated 89,914 internally displaced people are living in informal and formal camps, and 1,362,617 are displaced in host communities as a result of insurgency in the North East of Nigeria.


Core Functions / Responsibilities:


  1. Contribute to site planning and coordinated shelter delivery in Bakassi site extension,

ensuring appropriate layout, drainage and demarcation, in conjunction with the

Shelter/NFI/CCCM Working Group, led by the National Emergency Management Agency

(NEMA) and the State Emergency Management Agency (SEMA), and on other site extensions

as may be required.


  1. Conduct shelter and NFI reviews in host communities, developing appropriate shelter

response (including recommendations on design and approach) to meet needs for basic NFI,

shelter and/or shelter repair, targeted to the most vulnerable.


  1. Coordinate with other sectors: WASH, Health, and Livelihoods, to integrate shelter activities

into each of the sectors based on best practices, lessons learnt and ‘Do no harm’ principles.


  1. Assist in identifying, and coordinate with HR, staff/casual labour recruitment as necessary for

the shelter and NFI project, and identify key capacity enhancement plans and training for

software and hardware elements of the programmes.


  1. Provide information and guidance with respect to hazards that occupants of the site/s will face

in the rainy season and in harmattan (preparation for rains, ensuring longevity of tarpaulins, fire

safety).


  1. Ensure quality of materials in collaboration with procurement staff, and supervise the

construction of shelters ensuring technical standards and requirements are met and in line with

sector guidance. Provide guidance and technical support regarding the construction of

prototypes, rainwater run offs, wind resistance, etc.


  1. Monitor the delivery of shelter project targets and bring to the attention of the supervisor

delays, bottlenecks, quality, budget or procedural issues, etc., and make recommendations for

corrective action.


  1. Conduct site viability assessments, and identify technical, costing and other requirements

particularly in relation to adequate drainage and infrastructure.


  1. Monitor NFI distributions and carry out quality control for all stages of the response cycle.

  2. Support site planning as required in new site developments and extensions.

  3. Assist in developing IOM Nigeria shelter and NFI response options, which is sensitive to

context and culture of affected geographic locations and populations.


  1. Participate and contribute to Shelter and NFI Sector Technical Working Groups and other

state and national level coordination mechanisms as appropriate, including contribution to the

development of clear technical guidance documents for the Shelter Sector.


  1. Perform other duties as may be assigned.*Required Qualifications and Experience:*

Education **


  • • Master’s degree in Engineering, Architecture or a related field from an accredited academic

  • institution with two years of relevant professional experience; or

  • • University degree in the above fields with four years of relevant professional experience.

Experience


  • • Similar international experience is desirable;

  • • Experience in shelter programming in complex emergencies/camp settings;

  • • Previous working experience in complex emergency essential.

Languages

Fluency in English is required. Working knowledge of any regional languages is an advantage.*

Internationally recruited professional staff are required to be mobile.
