Nigerian MDAs Decry Exclusion By UN Organisations

Ministries, departments and agencies in Nigeria have decried exclusions in humanitarian response and activities by United Nations organisations.

The MDAs under the umbrella of the National Inter-sector Coordination Forum which is made up of all government agencies involved in humanitarian supports in the North Eastern Nigeria have frowned at its exclusion in the Humanitarian Needs Overview and Humanitarian Response Plan being reviewed by the United Nations Systems in Nigeria.

The forum stressed that for proper humanitarian intervention and accountability focused on the support of displaced person and communities affected by insurgency and other disasters all local and international organizations must synchronize their humanitarian activities with intervention programmes of the federal government of Nigeria.

In a meeting that was held in Abuja by the organisations involved, the Director General of National Emergency Management Agency Muhammad Sidi said: “There is a desperate need to properly coordinate the activities of these organizations so that their interventions fall within the needs of the country.”

“We are aware that the UN System is in the process of validating Humanitarian Needs Overview and Humanitarian Response Plan. As the humanitarian coordinator for the country, NEMA will like to state categorically that it does not consent to the process as the UN OCHA has not satisfied the requirements for the process,” Sidi said.

The information officer for the National Emergency Management Agency Sani Batti who spoke to Naij.com on the issues said all the government ministries and agencies are asking is that they are carried along and included in the needs ,overview and response plan being reviewed by the UN organisations.

Actually, what they are saying from the meeting is, they found out that there are documents, United Nations organizations do not forget not UN that are working to review especially that one has to do with the humanitarian response, humanitarian overview; there are two documents actually,” Batti told Naij.com

Batti said: “This is the position of all the national organisations including police, SSS, National Planing Commission, Federal ministry of health and education, water resources, all the sectors; they conveyed their meeting here in our headquarters and came to that resolutions.”

He said the present humanitarian situation in Nigeria does not suggest any lack of concern from the government to support its citizens in distress.

“What they are saying is that the UN organisations are supposed to complement humanitarian efforts of the national organisations because the national organisations are supposed to lead in all the sectors,” he said.
